Safety and Risk
Management
For those
working with hazardous materials on a routine basis, safety and
risk management are among the highest priorities in the
workplace. Compliance with the many federal and state safety
regulations and standards are essential parts of an
effective Safety and Risk Management Program.
Ryerson,
Master and Associates, Inc. has extensive experience with
California and federal Accidental Release Prevention programs. We
have prepared and reviewed Risk Management Programs and Risk
Management Plans (RMPs) under the California Risk Management and
Prevention Program (RMPP) and the OSHA Process Safety Management
(PSM) regulations.
RMA has
assisted numerous facilities developing, implementing and
auditing management systems for safety and risk management. We
have an excellent understanding of the regulatory requirements
for RMPs, both at the federal and state level. The RMA team has
been instrumental in the development of many risk management,
risk analysis and consequence analysis methodologies. We have
provided expert guidance and leadership at the Corporate and
facility level, interacting with industry associations and with
regulatory agencies.
In the State
of California, our team has participated in the preparation of more than 100 Risk
Management and Prevention Programs, Process Safety Management
Programs, and Risk Management Plans. Our team has a wide range
of experience with regulatory agencies, including Cal-OSHA,
California Office of Emergency Services, and the local
administering agencies for the RMP program.
In recent
years, we have conducted Safety Evaluations that
involved a comprehensive review of safety management systems,
human factors, and safety culture. Our depth of experience
provides us with a thorough understanding of the standards
necessary for regulatory compliance and to achieve industry best
management practices. We have also
prepared Security Vulnerability Assessments.
Some
examples of RMA's experience include:

For a
California central coast agency, RMA acted as a
technical consultant for Cal-ARP and RMP program implementation.
We assisted with program development, program implementation,
completeness reviews, site visits, technical evaluations, and
training for agency staff.

For many
water and wastewater utilities, RMA has helped prepare Risk
Management Programs for treatment systems that use chlorine and ammonia.

For a
municipal water utility, RMA performed a Security Vulnerability
Assessment of their water system consisting of a filtration
plant, production wells, pump stations, reservoirs, and many
miles of transmission/distribution pipelines.

RMA staff
participated in a comprehensive safety evaluation of a northern
California petroleum refinery. This evaluation, conducted
following a fatal accident, focused on safety management
systems, human factors, and safety culture. RMA worked with
closely with the local Health Department and participated in
many community meetings.

For a city
in northern California, RMA staff served as a third party advisor
to help the city review a comprehensive safety
and reliability assessment performed on a refinery located
within the city.
